I would like to purchase this item for delivery to Belgium during my holiday in May.
I will be reexporting it to the Philippines where I reside.
Please let me know if you are able to supply the goods VAT inclusive and whether I can claim a VAT refund from you after providing evidence of export of goods outside the EU.
I would provide this proof by giving you the invoice received from you stamped by the customs authorities in Belgium upon export out of the EU.
You would then zero-rate the sale as an export outside the EU

The law is goods can be shipped VAT outside of the EU but as a company we don't ship to the Philipines.
