You can do this by using the headphone-out socket on the laptop - You can get a phono lead that will connect this to the line-in socket on your PA system.

I think with any laptop you would be better off using an external sound card, rather than the onboard audio. As for the rest of the hardware, it's difficult to say, it would probably be fine, but you might be better off with a dual core processor if the sound processing is going to get intensive...

It depends on the type of applications you use, but generally the difference between 1.8ghz and 1.6ghz is insignificant compared to the difference another GB of ram makes - especially with Vista.
